LD 1707: “Resolve, Directing the Commissioner of Health and Human Services to Develop Strategies to Keep Senior Citizens Safe from Falls”: Rep. James Campbell introduced this legislation. The bill was modified and then unanimously approved and reported out by the Health and Human Services Committee (Sen. Arthur F. Mayo, III – Senate Chair, and Rep. Hannah Pingree – House Chair) on Tuesday, February 7, 2006.
The modified bill directs the Commissioner of Health and Human Services to appoint a statewide Falls Prevention Coalition to include the current membership of the Project Advisory Committee for A Matter of Balance, with additional participation from Maine’s Long-term Care Ombudsman, Maine Medical Association, Maine Hospital Association, Maine Health Care Association, and others as appropriate to develop a broad based coalition with expertise to review and serve as a vetting panel for additional falls prevention initiatives. The Coalition will submit a report to the Commissioner no later than November 2, 2006, that includes findings and recommendations, including suggested legislation, to the First Regular Session of the 123rd Legislature.
However, there was still concern that the $32,000 price tag might stop this bill in the Legislature. The Department of Health and Human Services then offered to pick up the cost of this bill. LD 1707 passed both House and Senate and was signed by the Governor into law on March 30th. A ceremonial signing was done on Friday, April 28th.
